Originally intended to prevent perceived abuses by a handful of the very rich, the AMT affected roughly 5.1 million filers in 2017. The Tax Cuts and Jobs Act dramatically reduced the reach of the AMT, albeit temporarily, so that the tax will hit only 200,000 filers in 2019. The goal of the AMT in the US is to ensure that higher earners pay their fair share, as deductions and other credits can disproportionately affect these brackets. For those who qualify, the IRS recalculates their taxable income by accounting for certain tax preference items that would otherwise be deductible. Several other deductions are added back in to create the alternative minimum taxable income, from which the AMT is derived.
Thanks to changes made by Congress, each year the AMT exemption amount automatically adjusts with inflation. The AMT exemption is like a standard deduction for calculating the alternative minimum tax. The AMT’s partial disallowance of the foreign tax credit disadvantages even low-paid American citizens and green card holders who work abroad or who are otherwise paid in foreign currency. Particularly as the dollar falls around the world, those working abroad see their incomes (when reported to the IRS in terms of US dollars) skyrocket, even if their actual incomes fall from year to year, and even if their foreign tax liabilities increase. They are in effect being taxed solely on changes in exchange rates, from which they do not benefit because their household expenses are all in foreign currency. How Is the Alternative Minimum Tax (AMT) Calculated?

The AMT is a parallel tax to the ordinary tax system, meaning that it functions separately from the normal tax framework. Most filers who qualify will calculate different amounts for the AMT and ordinary tax and must pay the higher of the two amounts. Before 2018, corporations were required to make an adjustment based on adjusted current earnings (ACE).[48] The adjustment increases or decreases AMTI for 75% of the difference between ACE and AMTI. These include further depreciation adjustments for most assets, adjustments to more closely reflect earnings and profits, cost rather than percentage depletion, LIFO, charitable contributions and certain other items.

Although the real gain is $0, the $800,000 bargain element still becomes an AMT adjustment, and the taxpayer owes around $200,000 in AMT. What triggers the alternative minimum tax for tax years 2018 to 2025?
So Congress instituted the AMT with the aim of making the tax system fairer. But because the AMT was never indexed to inflation—as the regular income tax is—each year, more and more taxpayers that weren’t originally targeted are snared by a tax originally focused on the rich. The definitions of taxable income, deductible expenses, and exemptions differ on Form 6251 from those on Form 1040.
